    VIEW FULL MINUTES

    AN ASSEMBLY of the PRINCIPALS and ELECTORS of the Parish of Trinity was held in the Parish Hall on Thursday 8th July 2021 at 7.00 pm for the following business:

     

     

    1. To receive and if deemed advisable, adopt the Minutes of the Parish Assembly held on 9th July 2020.

     

    1. To elect a Vingtenier for the Vingtaine of Rondin.

     

    1. To elect a Vingtenier for the Vingtaine of Augrès.

     

    1. To elect one Constable’s Officer for the Vingtaine of Ville à l’Evèque.

     

    1. To receive the Accounts of the Connétable for the Financial Year 2020 – 2021, the said Accounts having been previously verified and approved by the Committee named for that purpose, assisted by a professional accountant.

     

    1. To vote a sum of money towards the upkeep of the Parish by-roads for the current year.

     

    1. To vote a sum of money towards various Charities.

     

    1. To approve a rate that will produce for the Parish, income that is at least sufficient for the presumed requirements for the financial year ending 30th April 2022.

     

    1. To agree the sum to be transferred to the Church capital projects reserve.

     

    1. To approve carrying forward the unspent balance of previously approved expenditure item from reserves to complete the refurbishment of 3 Victorian finger signs.

     

    1. To approve the rationalisation of as many of the specific Dons (as listed at note 5 of the Accounts) as possible.

     

    1. To re-appoint Alex Picot Chartered Accountants to prepare and audit the Connétable’s Accounts for the Financial Year 2021 – 2022.

     

    1. To elect a committee to examine the Connétable’s Accounts for the year 2021 – 2022.

    A Meeting of the Special Committee was held in the Parish Hall on Thursday 27th May 2021 at 7.00 pm to examine the Accounts of the Churchwardens for the Financial Years 2019 – 2020 and 2020 – 2021 and decide if they could be recommended to the Ecclesiastical Assembly.

    1. Pass the Accounts of the Churchwardens for the Financial Years 2019 – 2020 and 2020 – 2021.

     

    1. Elect the Officers of the Church for 2021 – 2022.

     

    1. Name a Committee to examine the Churchwardens’ Accounts for the financial year 2021 – 2022.

     

    1. Consider and, if agreed, authorise the Rector to seek permission for:

     

    1. Wall mounted hand rails at the Chancel step.
    2. The refurbishment of the existing pulpit.

    An Assembly was duly convened and held for the following business: to consider applications from Trinity En Route and Lisa Silbernag for recommendation to the Assembly of Governor, Bailiff and Jurats for the year 2021; to elect three Principals to act as Members of the Roads Committee for a three-year term; to discuss and, if agreed, approve a short-term loan up to a maximum of £100,000 by the Parish to the Trinity Youth Centre Trust; to discuss and, if agreed, approve of the Trinity Youth Centre Trust using the Parish Hall for its usual business during the duration of the refurbishment works without charge.

    A Roads Committee meeting was held for the following business: Drainage in La Verte Rue – the Committee had been provided with the relevant correspondence from the owner of XXXXX, requesting the installation of a new drain in the road, at a cost of £1,000.00; to consider a request for a private drain to cross the footpath which connects Rue des Haies & Rue D’Empierre; Resurfacing of Rue Becq – the contractor’s quote was considered and approved. It was agreed that the Connétable would progress this project.

    An Assembly was duly convened and held for the following business: to authorise the Connétable and the Procureurs du Bien Public to enter into a contract on behalf of the Parish regarding the transfer of legal ownership of Number XX Le Grand Clos from joint ownership to sole ownership; to authorise the Connétable and the Procureurs du Bien Public to enter into any future contracts on behalf of the Parish regarding any property in Le Grand Clos as they consider appropriate.

    lt was noted that Charles Ahier (“CA”) is not intending to stand for re-election to the Committee. JS to identify when CA joined the Roads Committee. X has submitted a written request to the Committee that he be allowed to widen the existing entrance into field T1150, so that tankers could more easily access it. Improvements to La Rue de la Haut de l’Orme Road were discussed. Y has submitted a request to the Committee that he be allowed to create access to the Field T799, La Rue du Cate from the existing driveway. It was noted that the Roads budget for the year ending 30 April 2021 was £135,000 plus £25,000 held over from the previous year’s Roads budget, making a total of £160,000. Future Committee projects were considered.

    An Assembly was duly convened and held to consider, and if agreed, to request the Minister for Infrastructure to reduce the maximum speed limit to 20 mph on the following roads within the Parish, as recommended by the Roads Committee to create safer walking and cycling routes to Trinity School: Rue du Travers, the northern section of La Verte Rue north of the junction with Rue du Travers, Rue du Carrefour, La Rue du Mont Pellier and Les Ruelles.

    The Committee reviewed an application and drawing submitted by the owners of Les Ruelles, La Rue du Mont Pellier in respect of fencing and new gates to be erected alongside the Parish road; discussed the recent correspondence from a resident in Sion relating to requests for traffic calming measures, field paths and cycle routes on La Grande Route de St Jean. Road signs were discussed. Rue de L’Epine – Constable reported that he was proposing to resurface approximately 99.8 m section of the road below the property L’Epine as the surface was deteriorating and the concrete channel at the side of the road was in a poor state of repair. The Committee discussed the presentation to the Comite Des Connétables by Deputy Carolyn Labey and the Cycle4Jersey group and considered the proposal to create safer walking and cycling routes to Trinity School.

    An assembly was held for the following business: to receive the Accounts of the Connétable for the Financial Year 2019 – 2020; to approve a sum of money to complete projects frustrated by the Covid 19 restrictions; to vote a sum of money towards the upkeep of the Parish by-roads for the current year; to vote a sum of money towards various Charities; to approve a rate that will produce for the Parish income sufficient for the presumed requirements; to agree the sum to be transferred from surplus income to the church capital projects reserve; to approve carrying forward the unspent balances of previously approved expenditure items; to approve from reserves the expenditure of funds required to replace the existing ground source heat pump and replacement lighting at the Parish Church; to appoint an Accountant to audit the Connétable’s Accounts for the Financial Year 2020 – 2021; to elect a Committee to examine the Connétable’s Accounts for the year 2020 – 2021.
